Utah has emerged as one of the most rapidly growing U.S. domiciles for captive insurance companies. Under Ross Elliott's leadership as Captive Insurance Director, Utah has licensed nearly 300 captives in under 10 years.
This growth is due to 2 primary reasons - an excellent dedicated captive staff, and a modernized law with passage of The Captive Insurance Companies Act in 2006 (click here for full Utah statute including minimum captive capital requirements and authorized uses and legal structures). For smaller mid-market captive applications, Utah's minimum $100,000 pure captive capital requirement is the lowest of all onshore US domiciles and in line with some of the older offshore domiciles with pure captive expertise.
